On Tuesday, 17th November, several groups of soldiers raided houses in the Wadi al-Hurriya neighborhood of al-Khalil (Hebron), an H1 district legally outside of Israeli control. From 7.30pm, Israeli forces were present in the area, divided into groups of 7-12 soldiers and entering every house and business on designated streets. At some of the residences they entered by force, violently smashing through doors. They checked every I.D card of the residents and also, according to soldiers who confronted the ISM volunteers, searched for weapons. Later in the night they informed the volunteers that they were looking for weapons and collecting data in order to prevent potential stabbings: “yes, some people are scared. But some people have reason to be scared.”

Each group of soldiers patrolled different streets and dark alleys, checking each house and entering with backpacks, mapping equipment, bullet-proof vests, and cocked machine guns. On entering houses, 2-3 soldiers remained outside to “secure” the entrance, periodically pointing guns at passers-by and preventing vehicle and pedestrian passage through the streets.

The raids lasted until at least 12.30am, after which one unit was witnessed occupying the second floor of a Palestinian house – the other half of which was inhabited by a Palestinian family – and could be heard setting up sleeping equipment. According to the soldiers questioned on site: “no, we are not inside a Palestinian house, they are not living in this house.” The residence is located within 500 meters of an army base and checkpoint bordering the H2 restricted area of al-Khalil.

It was reported later from residents who were in contact with ISM that furniture and property was damaged on the night. This is typical of night raids on Palestinian houses, and in other incidences money and other property has also been stolen. While these raids have been used extensively in the al-Khalil district in recent weeks as part of a tactic of intimidation, it is unclear as to whether the policy of raiding the H1 district and squatting family homes will continue.

Since the beginning of October Israeli soldier- and settler violence has increased sharply and resulted in even further restrictions on Palestinians’ everyday lives in occupied al-Khalil (Hebron). Imad Abu Shamsiyyeh, a volunteer with the Palestinian organization Human Rights Defenders, has been documenting the growing harassment, intimidation and violence by soldiers and illegal settlers alike. Since the extrajudicial execution of Hadil Al-Hashlamoun on 22nd September,Israeli forces have redoubled their aggressive targeting of anyone trying to monitor and report on Israeli crimes.
In the days since two young Palestinians were ruthlessly gunned down in the Tel Rumeida neighbourhood of the H2 area of al-Khalil (Hebron), the already intolerable situation has worsened significantly. As of the 30th October all residents of Tel Rumeida have been forced to register with the Israeli army as they declared this Palestinian neighbourhood – in contrast to the adjacent illegal Israeli settlement – a ‘closed military zone’. Imad Abu Shamsiyyeh and Human Rights Defenders called on residents to refuse to comply with these inhumane and arbitrary new military rules. But with the recent wave of extrajudicial executions and growing violence in Tel Rumeida, fear in the community has been so high that “for our survival there was no option, only to register” articulates Imad.For Palestinians the developments in Tel Rumeida exemplify “a new technique to transfer [Palestinian] families and expand [illegal Israeli] settlements”. Every time Palestinians leave their house, they are subjected to ID-checks, bag- and body searches. For relatives and would-be visitors of Tel Rumeida residents, passage through the checkpoints is denied. Often relatives find a way to sneak into the area where they then are at high risk of being arrested. Imad vividly illustrates that the Israeli forces “gave me the number 36, its just like in prison. They try to make you a number, you’re not a person”. Residents are forced to endure all this, and in addition, despite the legal requirement for law enforcement who would restrict anyones passage to produce a currently valid military order with a map showing clearly what areas are restricted, none of the residents has ever been shown such an order. abeen shown an actual military order.
In addition to these intolerable inhumane conditions that beset the daily lives of Palestinian residents of Tel Rumeida, Palestinians and internationals alike are confronted with extreme hardships and violence when documenting the ongoing atrocities by the Israeli army and illegal settlers. Imad explains that before the implementation of these new draconian measures both Palestinians and internationals were filming and documenting the everyday violence around Tel Rumeida, but now soldiers, “when they see the camera they come to you like beasts”. Soldiers have repeatedly damaged cameras and confiscated electronic devices during nightly house raids. Both Palestinian activist groups – like Human Rights Defenders and Youth Against Settlements, as well as international human rights observers have been targeted by the Israeli soldiers and police explicitly for documenting and exposing Israeli crimes. Being an activist, Imad and thus also his entire family are at even greater risk of becoming the direct target of violence.
On Saturday, the 7th of November large groups of Israeli settlers wandered the streets of this “closed military zone” escorted by Israeli soldiers. Soldiers commonly ‘temporarily’ confiscate Palestinian homes for “military purposes”, during which time they routinely lock up all of the family members in one room. On Saturday, when 70-100 settlers took over the roof of the Shamsiyyeh family home, threw rocks at the property, and deliberately destroyed the familys water pump and pipes, the family was luckily not home at that time. “The most scary is that settlers are more free to walk the area with their guns. It makes us scared for our children”. The danger brought by these illegal settlers roaming unchecked with M16s slung casually about their shoulders and with the endorsement of the military now prevents Palestinian children in this neighbourhood from being able to play outside any longer, and confines them to stay inside the house all day. The same evening, while the Shamsiyyeh family was peacefully sitting in their living room together they were suddenly startled by the sound of three bullets fired at their house. They were forced to hide in their kitchen for an hour, after Imad saw masked soldiers surrounding their house.

Some families have already left the neighbourhood as they see no other option to keep their families safe from the constantly increasing aggression of soldiers and settlers. Settlers face no consequences whatsoever when targeting and abusing Palestinian families and internationals, and in fact if anyone should even think to defend her/himself even verbally against this violence, generally s/he is arrested or shot . Imad clarifies that“sometimes there is no difference between internationals and Palestinians when they come to report”.
Still, Imad insists that it is essential to resist the illegal Israeli occupation and inhumane practices and continue the efforts to report on them. Although the Israeli forces do whatever they can to silence the truth, it becomes increasingly urgent that the world stops turning a blind eye on this ongoing massacre.

On November 7th 2015, Israeli forces violently took over several homes of Palestinian families in occupied al-Khalil (Hebron), trapping the families inside their own homes. Large parts of the city have been declared a ‘closed military zone’, preventing Palestinians from moving, while settlers are freely roaming the streets.
Early in the morning, Israeli soldiers stormed various houses in the Tel Rumeida neighbourhood, each time locking up the residents in one room of their home. The local activist group Youth Against Settlements’ centre was taken by the Israeli army. Tom, a German volunteer states: “the soldiers searched everything and left a chaos on the lower floor; we could hear children’s voices from inside the house, so it must have been settlers inside the house”.

Whereas Tom’s release from the closed military zone was secured through the intervention of his embassy, Italian journalist Francesca Borri and Palestinian activists are still held hostage by the Israeli forces. Israeli settlers from the illegal settlements in Hebron have been seen dancing, chanting ‘death to Arabs’ and celebrating outside another Palestinian family houses misappropriated for military use by the Israeli forces.

Israeli forces have also declared the neighbourhood around the Ibrahimi mosque a ‘closed military zone’, following almost a week of forced closure for Palestinian shops in the area. The Palestinian market has also been closed by the Israeli forces, denying Palestinians passage. “Soldiers and settlers are making life for the Palestinians intolerable to force them to leave their houses voluntarily. This is a crime under international law. They are targeting activists to silence the truth and stop the truth from reaching the whole world”, explains Tel Rumeida resident Abed Salaymeh. Other international human rights observers have been directly targeted by Israeli forces through arrests, evictions and settler violence.

In the last few weeks, Israeli forces have continuously cracked down on Palestinians’ right to freedom of movement by declaring the Tel Rumeida neighbourhood a ‘closed military zone’ and forcing all Palestinian residents to register with the Israeli army to be allowed access. Palestinians are subjected to regular body-checks at gunpoint or denied access to their homes while Israeli settlers, often armed with machine guns, are freely walking the streets. As one Palestinian resident of Tel Rumeida related, “Everyone is too scared to leave their house now.”

Today, tens of thousands of mourners gathered for the funerals of five Palestinian youth murdered by Israeli forces in occupied al-Khalil (Hebron). After the funeral, Israeli forces violently attacked mourners demonstrating at Bab al-Zawweya, injuring dozens.

Tens of thousands of mourners gathered for the midday prayer at the Husseini mosque, where the bodies of the five teenagers arrived yesterday night, after Israeli forces withheld them from their families for weeks. After the prayer, mourners marched the bodies to the martyr’s cemetry in al-Khalil, where Palestinians are laid to their last rest after being killed by Israeli forces or settlers from the illegal Israeli settlements.
When the funeral procession passed close to Bab al-Zawwiyah, Israeli forces from a nearby checkpoint fired tear gas and stun grenades, unprovoked, at the mourners who were solemnly walking towards the cemetery. Once at the cemetery, mourners flooded in to say their last goodbyes.

The five youth buried this day are Bayan al-Oseilly (16) and Tarek al-Natsheh (22) killed on October 18th; Bashar (15) and Hussam (17) al-Jabari murdered on October 20th; and Dania Arsheid (17) executed by Israeli forces on October 25th. All of them have been killed by Israeli forces or settlers under the pretext of knife-attacks in less than two weeks. Videos and eye-witness statements strongly refute these claims.

The Israeli government according to a new law is keeping bodies of Palestinians they claim attempted to harm Israeli forces or settlers, withholding the last remains from their families thus depriving them of their right to mourn their deaths according to their own culture. The bodies returned today are only five of the total 19 Palestinian youth killed in the last two weeks since October 17th only in al-Khalil. A staggering number of Palestinians have been killed all over the occupied West Bank and the Gaza Strip. Keeping the bodies of these youths and young adults from their families deprives them of their right to bury their loved ones according to their religious rites and mourn them according to their culture.
After the funeral, a demonstration marched to Bab al-Zawwiyah protesting the continous murder of Palestinian youths by Israeli forces and the practice of denying the return of the bodies to the families. Family, friends and mourners walking back home from the funeral were forced to pass through areas tear-gassed by Israeli forces, leaving children, women and adults running away from the clouds of tear gas, clinging to alcohol-pads that were handed out in dozens by Red Crescent ambulances to prevent fainting from the highly toxic gas.

Israeli forces later showered demonstrators with hundreds of tear gas canisters, and attacked them with stun grenades, rubber-coated steel bullets and live ammunition. 23 persons were injured with live ammunition and had to be taken to hospital for treatment, 3 injured with rubber-coated-steel bullets had to be treated in hospital while dozens more were treated at the scene. One person was injured with a tear gas canister in the chest and had to be rushed to hospital. Dozens suffering from tear gas inhalation were also taken to hospital for treatment while many dozens more were treated at the scene by medics.

This comes just as Israeli forces declared two major Palestinian neighbourhoods a closed military zone after ‘registering‘ all the families living there, preventing anyone that is not considered a ‘resident’ by the Israeli forces from entering this area. This further impedes the already tightly-restricted daily lives of Palestinians, completely denying them any freedom of movement. Even passing a distance of only 200 meters to buy essential groceries in a shop now closed most of the time due to the tight restrictions, Palestinians are detained and body-searched at gunpoint twice – all while settlers going to the nearby illegal settlement are walking around the streets freely without being bothered by the Israeli forces at all. This is apartheid.

Palestinians gather in the street to be registered in the Tel Rumeida neighbourhood in occupied Hebron. It is being reported that the area will be closed off completely for people who are not residents of the area and who are not registered within the next few days.
“For the people living in the area, it will become like a prison. For people living in Hebron, the closure of Tel Rumeida will mean that the city will be split in two”, says local resident to international activists.
The names and ID-numbers of the people living in the area are being written down by soldiers on long lists, and there are dozens of Palestinians standing around Gilbert checkpoint waiting to hand over their information or be forced out. Even for the residents who will be allowed in the area, this will mean severe restriction of their movement. Every time Palestinian residents of Tel Rumeida & the area around Ibrahimi mosque (between checkpoints 209 and 29) cross a check point to get to their home, the soldiers will have to search the long list for the name.
It is not the first time the Israel has imposed such restrictions on the residents of the area. In 1994 after the Illegal settler extremist Baruch Goldstein committed a massacre in the Ibrahimi Mosque, similar measures were taken. At that time, Palestinian residents refused registration and were punished with a six month 24-hour-curfew and only allowed a few hours a week during which the residents could buy food.
Due to the increase in violence by army and settlers against Palestinians they do not dare to refuse registration this time.
