Since the 1st of November 2015 the Tel Rumeida area and Shuhada Street in occupied Al-Khalil (Hebron) have been declared a ‘closed military zone’. The first declaration of the closure was for one month, but since then the order has been extended several times.
The newest order from the 1st of February declares the area as closed till the 1st of March with the chance of extension.
Shuhada Checkpoint (Checkpoint 56)
The closure effects the residents of the area every single day. Every family living in the area has been given a number and was forced to register with the Israeli forces. When entering the area, through checkpoints, the residents have to show ID, give their number and often also answer questions and get bag and body searched. Friends and family of the residents are unable to visit them inside the area; even doctors or craftsmen are completely barred from entering the area.
Furthermore, the closed military zone has let to the eviction of two human rights organisations based in Tel Rumeida. These are now banned from living in their houses and working from their offices and since they are banned from the whole area are not able to observe and document the rampant Israeli human rights violations. The closed military zone is clearly intended to force out Palestinian residents in order to allow for an expansion of the illegal Israeli settlements, and to evict human rights defenders to silence the truth of the Israeli forces’ harassment, attacks and human rights violations.

On February 3rd 2016, Israeli occupation forces violently opened the door of houses in the vicinity of the Ibrahimi mosque by cutting the door locks with a disk grinder, and then entered these houses.
The houses are located in al-Sahla Street near the Ibrahimi mosque, settlers illegally invaded and occupied them two weeks ago, but were then evicted by the police and army the next morning.
After the Israeli army removed the door-locks of the two houses, Israeli construction workers took the external an internal dimensions of both Palestinian properties as if they are already owned by Israeli settlers. The settlers were protected during their illegal activities by big groups of soldiers.
Palestinian residents who walked trough the checkpoint in front of these houses were body-checked and harassed by the soldiers. The video below illustrates how inhumane and degrading these body-searches and ID-checks are, with soldiers ordering Palestinians to take off clothing regardless of weather and treating them without even a slight bit of dignity.

On Saturday, 30th January 2016, large groups of settlers, accompanied by heavily-armed soldiers, entered the Palestinian market at night and took it over for about an hour during night-time in occupied al-Khalil (Hebron).

Around 9:30 pm, Israeli settlers from the illegal settlements throughout al-Khalil gathered at Bab al-Baladiyya, from where they walked into the Palestinian souq, the market, surrounded by heavily-armed Israeli forces. The group of more than 50 settlers started a ‘tour’ of the Palestinian market, with Israeli forces ‘guarding’ them throughout the Palestinian market. Palestinian residents were not allowed to pass and forced to wait at a distance, with soldiers repeatedly pointing the lasers from their guns at them to indicate they have to stop. The walk home at night took almost an hour for some Palestinians, instead of the usual 10 minutes.

This kind of ‘settler tour’ through the Palestinian market used to take place regularly on Saturday afternoons. During the ‘tour’ Palestinians are often denied to pass, stopped, ID-checked and detained. In the recent months, no ‘settler tours’ took place, but last week they started again with a nightly-tour at 11pm. For the Palestinian residents of the souq, these tours have become a regular form of intimidation and harassment in the past.

On the 16th of January, Israeli forces shot a young protester with live ammunition while the villagers of Kafr Qaddum were protesting the theft of their land. The Israeli military also rebuilt a roadblock, restricting the movement of the villagers even further.

Kafr Qaddum neighbours the illegal Israeli settlement of Kedumin that was established in 1976. The illegal settlement now occupies five hilltops next to Kafr Qaddum, and houses more than 3000 illegal Israeli settlers.
More than half of the village’s land is located in Area C, which makes it a part of the approximately 60% of the West Bank that is under full Israeli control. This means that many villagers need to get a special permission from the Israeli authorities to access their own land. Getting this permission is almost impossible, and a lot of villagers that do receive a permission complain that Israel only allows them to enter their land for a few days per year, thus not giving them enough time to cultivate their land.
In 2003 the Israeli military closed the entrance of the village by constructing a permanent roadblock. The residents are now forced to drive a 13km long detour in order to reach the main road into the village. In 2010, after waiting five years for a court decision, an Israeli court ruled that the closure of the road is illegal, but also stated, inaccurately, that the road is too dangerous to travel, and the Israeli army has used that as an excuse to keep the road closed ever since.
In addition to the permanent roadblock placed next to the entrance of the Kedumim settlement, Israeli forces have periodically put an extra dirt mound as a roadblock on the same road approximately 1 kilometer before the permament roadblock. One Ppalestinian family-home is closed of and isolated from the rest of the village by this dirt mound, and both cars and ambulances are prevented from driving to this particular home. This roadblock also limits the residents’ acces to their farmlands even further. To reach their land in this part of the village, they now have to go by foot, and are forced to carry their harvest and all the tools that are necessary for the work by hand.

Every Friday and Saturday the residents of Kafr Quddum protest the road-closure and the theft of their lands. During last weeks Friday demonstration, Israeli soldiers together with an Israeli military bulldozer entered the village. One Israeli sniper hid on the bulldozer and shot a young protester in his leg as soon as the Israeli military entered the village. When protesters drew back to seek cover the bulldozer and the Israeli Forces started rebuilding the roadblock, that was removed only a few weeks ago.
Since July 2014, the Israeli Occupation Forces have been using live ammunition more frequently. To this day, more than 70 protesters have been injured with live ammunition. Protesters have also sustained serious injuries after being hit by ‘less-lethal ammunition’. One protester is blind on one eye after being hit by a rubber coated metal bullet, and protesters have sustained serious brain damage after being hit by this kind of bullet or tear gas canisters in their head.
During the Saturday protest on the 9th of January, a 60-year old villager was hit in his leg with live ammunition when he was walking back home from a visit at his neighbours house. An Israeli sniper hid behind a parked car, and international observers state that live ammunition was frequently used during the non-violent protest, even though the demonstrators posed no threat to the soldiers at all.
ISM is currently working to expand the campaign to put pressure on Israeli authorities to heed the demands set forth in the Action Alert, which over 35 organizations have now signed calling for an end to the closed military zone in Tel Rumeida, Hebron and for Israeli authorities to abide by international law and the dictates of human rights in the city. Palestinian residents in Tel Rumeida have now been living under a closed military zone for over two months. Palestinians have been forced to register in order to be allowed into their homes; all others, including Palestinian family members, human rights defenders and members of the media are barred from the area by Israeli forces, even as settlers from the adjacent illegal Israeli settlement can walk the neighborhood unimpeded. Since January 17th local Palestinian activists and residents of Tel Rumeida have been nonviolently protesting outside Shuhada checkpoint, calling for an end to the closed military zone.

Since the 1st of November 2015, the Tel Rumeida neighborhood of Hebron, Palestine, has been declared a “closed military zone.” The zone was specifically designed to include Palestinian neighborhoods while excluding adjacent illegal Israeli settlements. Palestinian residents were forced to register with the Israeli military or else risk being barred from their own homes, while Israeli settlers are free to roam the streets without being stopped. Any Palestinians not registered as residents, international human rights defenders and media are all barred from the area. These restrictions of movement constitute collective punishment, considered illegal under international law.
In the city of Hebron, Palestinian and international human rights defenders are constantly targeted by Israeli forces and settlers from the illegal settlements inside the city for their efforts to document the situation. Meanwhile since the beginning of October over 160 Palestinians have been killed by Israeli forces and settlers, many in incidents Amnesty International has said may amount to unlawful, extrajudicial executions.
As Abed Salaymeh, a Tel Rumeida resident directly impacted by the closed military zone explained, “soldiers and settlers are making life for the Palestinians intolerable to force them to leave their houses voluntarily. This is a crime under international law. They are targeting activists to silence the truth and stop the truth from reaching the whole world.”
We [or I] call on you to act now for the immediate ending of the closed military zone and the restriction of movements imposed on Palestinians in Hebron. It is time for the international community to take action and call on the Israeli government to comply with international law and especially with the Geneva Conventions in the occupied Palestinian territories and Israel.
