Imprisoned lives: closed military zone in occupied al-Khalil (Hebron)

It’s like living in a prison. That’s how residents describe what Israeli forces are doing to their lives in the Tel Rumeida neighborhood and Shuhada Street in occupied al-Khalil (Hebron). The area was first declared a ‘closed military zone’ on 30th October 2015 – solely and deliberately affecting the Palestinian residents. One year of collective punishment, open discrimination, racism, apartheid policies and rampant attempts at ethnic cleansing in this area, commonplace tactics of an illegal occupying force in an obvious attempt to rid the area of any Palestinian presence and instead, create a continous ‘sterile’ strip of illegal settlements.

The ‘closed military zone’ has several times been extended within this year of collective punishment of the Palestinian population, adding even more areas and ‘re-inforcing’ and creating more checkpoints, exclusively for the Palestinian civilian population. Only the Palestinian civilian residents, who must register to pass through a checkpoint to gain access to their family home, have been degraded to a mere number on a list by the Israeli forces. Only ‘registered’ residents are allowed to reach their homes. The lists of Palestinian residents have been changed repeatedly lately, arbitrarily dropping various names from the list. Apparently registering with the occupying force as a resident in one’s own home just once often isn’t sufficient. This dehumanization of the Palestinian civilians who at the checkpoint are reduced to a number, is a deliberate tactic to create a forcible environment directly furthering ethnic cleansing. For some time Palestinian residents were assigned numbers that were marked on their IDs, completely ridding these civilians of their human aspect, instead making them a mere number on a list. Now, with those numbers temporarily not in use, Palestinians are reffered to by their ID-number. The Palestinian civilian trying to live in their own home is just that for the Israeli forces, a number, void of any humanity.

During the Jewish holiday of Sukkot, Israeli forces basically declared a curfew on the whole area, closing Shuhada checkpoint, denying Palestinians passage while allowing exclusive access tor settlers at the same time. The prison this area is becoming for the Palestinian civilian population is further exacerbated by the fact that, if there’s a large number of Israeli forces or settlers from the nearby illegal settlements on the street, leaving the house is not an option. One year of collective punishment – a sad anniversary that proves that the Israeli state does not need to fear an outcry by the international community when implementing their racist, apartheid measures, ethnically cleansing an entire neighborhood. During a year in which the residents have not been allowed to receive visitors like family or friends, workers of any sort have been denied entry and even medical personnel will be turned away at the checkpoint.

Continuing ethnic cleansing in closed military zone in Hebron

Israeli forces in occupied al-Khalil (Hebron) are continuously increasing their efforts of ethnic cleansing in the Tel Rumeida neighborhood. In the area, declared a ‘closed military zone’ for almost a year, Israeli forces do everything imaginable to force the Palestinian population to move away in order to create an ethnically cleansed zone free of any Palestinian presence, geographically linking the illegal settlements.

The area of the ‘closed military zone’ (CMZ) that is solely and deliberately only enforced on Palestinians, while at the same time facilitating settler movement, has recently been extended to encompass the Tel Rumeida neighborhood in it’s entirety. On the tiny strip of Shuhada Street – that in the aftermath of the Ibrahimi Mosque massacre hasn’t yet been fully ethnically cleansed of Palestinian presence – illegal annexation attempts are progressing continuously. For the few hundred meters of the street where some Palestinians are still allowed to walk and the whole Tel Rumeida neighborhood, Palestinian vehicular traffic, including ambulances, is forbidden and has effectively been made into a dead-end for Palestinians. The stairs leading to the Qurtuba school-area have been closed, again only for Palestinians, and the rest of the street continuing from there has already been ethnically cleansed and is now completely off-limits to Palestinians.

One of the main checkpoints needed to reach the area of the CMZ is the highly-militarized and fenced-in Shuhada checkpoint, where Israeli forces in the last few days have replaced their old list of ‘registered Palestinian residents’ with a brand-new copy. For the new list though, Israeli forces arbitrarily dropped many names of Palestinians previously registered, thus leaving them stranded at the checkpoint and denied passage to reach their own homes. How the ‘new list’ was created baffles the Palestinian residents, as there has not been any new ‘registration’ of residents in which Israeli forces would suddenly, usually at night time, show up in family homes in order to register names and ID-numbers of the present family members.

Whereas the Israeli forces are trying to enforce the ‘normality’ of family or friends, workers or medical personell – if Palestinian – as not being permitted in the so called ‘closed military zone’, Israeli settlers from the illegal settlements are free to go and come as they please. With hightened restrictions on Palestinian freedom of movement, Israeli forces at Shuhada checkpoint have additionally started forcing men to lift up their shirts and trouser-legs after having already passed the metal detector installed inside the checkpoint box, which ensures that no outside observer will see what’s happening inside. The sole reason for this, as for the whole existence of the checkpoint itself, is humiliation; humiliation to a degree where Palestinians decide to leave as there is no option to live a life with at least a shroud of dignity, where you’re treated like a human being – despite being born, and identified, as Palestinian.

The slow creep of ethnic cleansing – closed military zone in Hebron

Israeli forces in occupied al-Khalil (Hebron) have further expanded the closed military zone (CMZ), now covering the whole Tel Rumeida neighborhood, while setting up new and enforcing existing checkpoints with increased restrictions.

Parts of the Tel Rumeida neighborhood and the tiny strip of Shuhada Street that have not fallen prey to Israeli illegal annexation and ethnic cleansing, creating a ‘Palestinian-free’ zone, have been a CMZ since the end of October 2015. However, the borders of the CMZ have now been further extended to include the entire Tel Rumeida neighborhood. Checkpoints that have formerly been roadblocks preventing Palestinian traffic throughout this neighborhood, are now additionally permanently staffed with Israeli soldiers. Palestinian residents, at these newly staffed checkpoints, are often kept waiting by Israeli forces for hours, denying them passage stating ‘military orders’, while at times at the same moment telling them to ‘just go around’, which would ‘only take 2 minutes’. On Wednesday, 28th September 2016, Israeli forces forced a whole group of Palestinians, including small children to wait to reach their homes for over two hours – and then suddenly just walked away from the checkpoint, thus allowing for Palestinians to pass.

Whereas Palestinian residents, in order to reach their own homes, were already forced to register as residents – a status which, depending on the soldiers mood, might allow them to reach their homes; within the newly added parts of the CMZ, Palestinians are arbitrarily and deliberately kept waiting without any reasons – except for being Palestinians.

These arbitrary and racist practices are not new to the Palestinian population of Hebron in general, and the Tel Rumeida neighborhood in specific. The sole and very obvious aim of these tactics is to force Palestinians to leave the area and thus extended the illegal settlements in this neighborhood by creating a zone ethnically cleansed of any Palestinian presence.

Collective punishment in al-Khalil through closed military zone upheld

The Tel Rumeida neighborhood and Shuhada Street, in occupied al-Khalil (Hebron) are still declared a ‘closed military zone’ by Israeli forces. This form of racist collective punishment deliberately targeting the Palestinian population, has now been implemented for almost 9 months.

The area was first declared a closed military zone (CMZ) by the Israeli forces on November 1st, after Palestinian residents were forced to register in order to be allowed access to their own homes. Orders for the CMZ have been repeatedly extended, and Palestinians were degraded to a mere number, that Israeli forces marked on their green West Bank ID-Cards and checked on a list of registered ‘numbered’ Palestinians to decide whether or not to grant access for men, women, old people, sick people, repair-men, medical personell etc. through the checkpoints. Anyone not registered as a number with the Israeli forces, is denied access to their own homes.

Family visiting, repair-men coming for urgent repairs, friends coming for a visit, children going to see their parents or grandparents – is only allowed for the settlers living in the illegal settlements. Palestinians are prevented from crossing the checkpoints, if they’re not registered as a number. This kind of collective punishment – obviously and deliberately racist as only applied for Palestinians – is common in al-Khalil, and aims to further increase the pressure on Palestinians to leave the area and thus facilitate the connection of settlements in a ‘Palestinian free’ zone.

Right to play? Palestinian children in occupied al-Khalil

In occupied al-Khalil (Hebron), possibilities for Palestinian children to play are scarce. With the help of the Playgrounds for Palestine project, a brand-new playground was installed at Qurtuba school in the Tel Rumeida neighborhood of al-Khalil.

Right to play – can you imagine that as a child, when playing, you’d need to be scared of being attacked, your parents worried whenever you’re out playing, and playing with your friends and enjoying something that is denied to you by a foreign occupying army?

The Tel Rumeida neighborhood is in the H2 area of al-Khalil, under full Israeli military control. After more than six months of collective punishment by the means of a ‘closed military zone’, deliberately designed to affect only the Palestinian population, this measure was officially lifted on 14^th May 2016. Despite the lifting of some of the measures intended to forcibly displace the Palestinian population – and thus only a slightly disguised attempt at forced displacement, many of the restrictions applying on Palestinians have remained in place.

A staircase leading to Qurtuba school at the end of the tiny strip of Shuhada Street where Palestinian pedestrians are still allowed to be, is still under a complete closure – for Palestinians, whereas settlers, Israeli forces and anyone resembling a tourist is allowed to pass freely. This apartheid measure severs all the families accessing their homes through these stairs, as well as visitors to the Muslim cemetery and a weekly second-hand market of their main access, forcing them to take long detours. The many restrictions have also forced the project to carry large amounts of the materials through the neighborhood, as Palestinian cars are not allowed in the area. On one day, the workers were prevented from continuing their work on the playground and forced to leave by Israeli forces.

For the children growing up in this area, childhood is short. Child-arrests, even of children less than 12 years and thus illegal even under Israeli military law that is universally applied on the Palestinian population in the Israeli occupied West Bank, are not uncommon, as are humiliations and intimidations by the Israeli forces and settlers under the full protection of the Israeli forces.

The right to play, for Palestinian children, is only a theoretical concept, that often lacks any practical meaning, when growing up next to illegal settlements under a foreign military occupation. Playing on the streets of their neighborhood for most children is dangerous, as settlers do not even restrain from attacking children. In a nearby Palestinian kindergarten, Israeli settlers overnight stole a large role of artificial grass intended to be part of the play-area for the children attending the kindergarten. With no institution to address this, the artificial grass is merely lost and missing in the play-area.

The installation of the playground at Qurtuba school, thus, is a sign of hope for the Palestinian children. An opportunity for the children to be exactly that: children. To play with their friends and enjoy their childhood, have fun and laugh.
